Place the potatoes in a stockpot and add enough water to cover them. Add 1 teaspoon salt to the water. Bring to a boil. Reduce the heat and cook, uncovered, until the potatoes are soft, 15 to 20 minutes.

Drain the cooked potatoes. Press the potatoes through a potato ricer or a strainer into a large bowl.

Step 3: Make the milk mixture

In a small saucepan, heat the milk, cream and butter until the mixture is just warmed and the butter is melted.

Add the warm milk mixture to the bowl with the potatoes. Gently stir together until combined. Stir in the pepper and remaining 2 teaspoons salt. If desired, serve with gravy.
