My mom used to make something close to this but we cooked the elbows first drained, browned the ground beef and onion. She mixed pasta and beef and onion in a baking dish added shredded cheddar cheese, mixed. Then she added one can of tomato sauce and 2-3 cans of diced tomatoes with juice. Stirred it and popped it in the oven until hot and bubbly. We make something very similar to this, we call it Johnny Marzetti. Only real difference is we use a can of tomato sauce and a can of stewed tomatoes and a dash or two of cayenne instead of the chili powder, and add a can of corn. You know...for a veggie!! Definitely precook the macaroni, though. I love to cook. I'm a very good cook.
